Liuyang, in the hills east of Changsha in Hunan, is the world's largest fireworks production area and has been for centuries. The city's fireworks and firecracker industry generates an annual output value estimated at over RMB 50 billion, with several hundred licensed manufacturing enterprises and a workforce in the hundreds of thousands. Industry estimates put Liuyang's share at roughly 60% of China's fireworks output and a majority of global trade in consumer fireworks, with exports going to more than 100 countries.
The cluster is vertically complete in a way few industries are. Within Liuyang you can source tube rolling, clay plugs, fuse, lift charges, star composition, shell casings, paper cartons, display racks, firing hardware and the licensed magazine and trucking capacity needed to move Class 1 dangerous goods to port. There are dedicated test fields for CE certification, and local laboratories and third-party agencies that handle EN 15947 type testing, EX approval documentation and UN classification. Design houses specialise in effect choreography, so a new 100-shot cake can be developed as a specification rather than a catalogue copy.
Buyers need to plan around regulation, not price. Consumer fireworks ship as UN 0336 (1.4G) or UN 0337 (1.4S), professional display material as UN 0335 (1.3G); the two cannot be consolidated in one container, and both move only by sea with a full DG declaration, MSDS and stowage plan. Seasonality is severe: capacity for Christmas and New Year programmes books out by June, and Chinese New Year production collides with the same window. We handle classification review, CE technical file assembly and pre-shipment function testing before anything leaves the factory.
Trial orders start at 50–200 cartons per item, or one mixed 20ft of 8–15 SKUs; display shells are usually ordered by the case. Lead time is 45–70 days after artwork and classification approval, and 90 days in the pre-season peak. Mandatory checks: EX approval and UN classification report, CE type-examination certificate to EN 15947 (F1–F3) or EN 16256 (theatrical), net explosive content per piece, and a live function test of 3–5 pcs per batch. Shipment must be booked as Class 1 DG with a licensed forwarder — never consolidated with general cargo.
